The process of establishment and further development of aerospace industry in Azerbaijan has been pushed forward with the continuous support and care shown by H.E. Mr. Ilham Aliyev, President of the Republic of Azerbaijan, towards the development of the ICT sector in the country overall. During the meeting of Cabinet of Ministers dedicated to the discussion of the results of socio-economic development of Azerbaijan over the first half of 2008, President Ilham Aliyev gave a task on “establishment of a modern aerospace industry in Azerbaijan and launch of country’s telecommunication satellite into orbit”. Implementation of such an honorable task, which resulted from the state policy on diversification of the economy and prioritization of ICT as the second main economic sector after the oil & gas industry, has been assigned to Ministry of Communication and High Technologies. That was the start of the historic path of the development of national aerospace industry.
In order to realize the first satellite project of Azerbaijan, Ministry applied to International Telecommunication Union for the orbital slot allocation process. In parallel to this, in August 2009 President Ilham Aliyev signed a Decree on approval of State Program on establishment and development of space industry in the Republic of Azerbaijan. In May 2010 Ministry came to an agreement with “Measat Satellite Systems”, the satellite operator of Malaysia, to lease the GEO position at 46°E orbital slot belonging to the Malaysian government. As a result of the tenders announced on manufacturing and launch of the first Azerbaijani telecommunication satellite, US-based “Orbital Sciences Corporation” was opted to construct the satellite along with French “Arianespace” to launch it.
On 3rd May 2010 a Presidential Decree ref. 885 established Azercosmos OJSCo. with the purpose to implement the launch, operation and exploitation of the telecommunication satellites of the Republic of Azerbaijan.
